FOR the second time, a death in her family has inspired Jody Struthers to ride a bike more than 200km to raise money for leukemia.

Ms Struthers' two-year-old niece, Holly Muhling, died in November after being diagnosed with acute lymphocytic leukemia four days after her second birthday.

"It's been a bit of a hard year for our family," Ms Struthers said.

"I wanted to do something for her, to raise money and awareness of leukemia."

She decided to take part in the 2013 Ride to Conquer Cancer.

It will be the second time she has taken part in the long ride from Brisbane into the Somerset region after competing in the wake of her uncle's death from leukemia.

"I did the ride in 2011 after our uncle died, so I thought it would be right to do the next one for Holly," Ms Struthers said.

"The ride begins in St Lucia in Brisbane and goes up north towards Esk.

"This year it came through Leichhardt too, so it's pretty close to home for Ipswich too."

The Ride to Conquer Cancer is more than 200km long and takes two days for riders to complete.

She is looking to raise $2500 to take part in the ride in August.

I'm hoping we can raise money to help leukemia research, it's such a worthy cause and the disease has affected my family so terribly.

Holly was diagnosed with the condition on February 10 and was to go through monthly chemotherapy until early 2015.

This year the Ride to Conquer Cancer brought out more than 1500 riders who raised more than $5 million for the Queensland Institute of Medical Research.

Next year's ride, the third annual event, will be held August 17 and 18.

Queensland Institute of Medical Research director Professor Frank Gannon said the ride was a vital funding boost to the institute's cancer research program.

"This year, 23,000 people will be diagnosed with cancer in Queensland and 7500 people will die from it," he said.

The ride gives a vital boost to the cancer program at QIMR and the resultant 27 ground-breaking research programs investigating the causes of more than 13 cancers including skin, brain, colorectal, breast, ovarian, blood and lymphoma.

To help her campaign to find a cure for leukemia, visit conquercancer.org.au, select the Brisbane ride and search for "Jody Struthers."

The Book Proposal?a Rundown | Writing and Publishing News

Yesterday we talked about the reasons for writing a book proposal. But do you actually know what goes into a book proposal? Here?s a rundown:

Synopsis

Whether you are writing a book proposal for a publisher or you?re creating a business plan for yourself, the synopsis is important if it describes what the book is about, who it is for, how large of a group this is and why this book is needed/wanted. Are you contemplating a book that fits into a popular genre? What is the general storyline? Is it a nonfiction book that will fill a need?a current void, perhaps? Who is the audience, how is the book organized, what makes it worthwhile, different, better than what?s already out there on the topic?

Competition
What other books are out there like this book and how are they doing in the marketplace? Is there room for another book on this topic? How is your book different, better? What can you contribute through your book that is needed/wanted and not currently covered adequately? In order to respond to these important questions, locate books like yours, study them and then compare them honestly with the book you have planned or have written.

Your Platform
Why are you the person to write this particular book? Do you have a following? Are you known in this field/genre? Do you have connections that will help you to get word out about your book, market it? An author I know worked for a popular kitchen store chain when she came out with her book on custard desserts. She landed a publisher because management agreed to carry the book in their stores and arrange for signings. And she sold a lot of books through the store chain. That was a major connection that paid off well for her.

Marketing
How will you promote this book? What do you know about book promotion? The fact is that no matter which publishing option you choose, you will be responsible for promoting your book. And the time to start thinking about it is before you write it. There are things you can do to make your book more salable while writing it! And there are ideas you can act on in order to pave the way to greater sales once it is produced. Here?s one idea?find out how others with books similar to yours are marketing their books. How? Snoop around at their websites. Where are they speaking? What type of media exposure are they getting? Where are they posting guest blogs and articles?

Before you launch out with your great book idea, read my book, ?Publish Your Book.? You?ll find a plan for preparing your book proposal as well as an education on publishing options and instructions for how to make the right publishing choice for your book. You?ll gain a greater understanding about the whole publishing and book marketing process. As you will see when reading through the reviews at Amazon.com, this book is well-respected among publishing professionals and successful authors. This book is available in print and Kindle. http://amzn.to/Tze53Z

SATURDAY'S LOCAL COLLEGE/PREP HOOPS ROUNDUP: Lady Titans close Classic with loss; ATC, SGT men and Darton women all roll

Albany Tech?s Richana Jackson, left, drives on an Alabama Southern defender during Saturday?s finale for the Lady Titans in their home Holiday Classic at the Civic Center. ATC lost, 60-41. (joe.bellacomo@albanyherald.com)

ATC men win second straight

ALBANY --- When the Titans met the rims at the James H. Gray Civic Center, it was love at first sight.

The irons were more than kind to the Titans over the weekend at the inaugural ATC Holiday Classic, where Albany Tech went 2-0 and dominated Alabama Southern Saturday night, 83-67.

?They shot the ball well,? Titans? head coach Sylvester Patterson said after his team improved to 4-11 with a hot-shooting night. ?When we first came to play here (at the Civic Center) they said they really liked the rims.?

Those Civic Center rims returned the feelings, helping Albany Tech shoot over 52 percent and 9-for-19 from 3-point range.

?We ain?t really as consistent as we want to be, but when everybody plays like they?re supposed to play that?s what you?re gonna get,? said Titans? sharpshooter Antwon Tuff, who scored a game-high 18 points with eight rebounds, including hitting 4-of-9 from 3-point range.

The Titans (4-11) finished the basketball classic with a 2-0 record and hope they have started their own hot streak. Albany Tech plays at Daytona State Wednesday.

?They played really well this weekend,? Patterson said. ?It was a good weekend for us. They?re just starting to buy in, starting to execute. They?re starting to play as a team.?

Despite the overall record to finish out 2012, the Titans feel like they?re capable of playing like they did Saturday every night. Albany Tech led Alabama Southern, which nearly knocked off 13-1 South Georgia Tech the night before in a 104-100 loss, by 18 at the half and maintained a 20-plus point lead for most of the second half before giving way in the final two minutes. The Titans best bet to stay out of the loss column may just be to shoot lights out like it did Saturday while cutting down on the 3-point shooting but still hitting nearly 50 percent from behind the arc.

?We?ve lost something like five games by less than three points,? Tuff said. ?The record doesn?t really show it. Those (close losses) will roll back over.?

After seeing several nail biters go the wrong way early in the season, it?s time for the law of averages to come into effect.

?We hope so,? Patterson said. ?We?re counting on it. We?ve lost a lot of close games to some really good teams.?

Tony Fear added 12 points in the ATC win, while Lafonzo Smith chipped in 10 points and six boards. Twelve Titans scored on the night. Alabama Southern (3-10) was led by Orlando Coleman's 10 points and 17 rebounds, one night after he scored 31 points. Will Bailey scored 16 in the loss.

Albany Tech came out in the first half blistering hot, hitting five threes in route to a 39-21 halftime lead. The Titans shot out to a 14-2 lead in the opening two minutes after a jumper from Nouhoum Bouchoum fell. Alabama Southern finally woke up but got no closer than 29-15 in the first half after Charvis Teacher's jumper.

ALBANY --- Albany Tech?s women went 1-1 in the 2012 Holiday Classic at the Civic Center after Saturday?s 60-41 loss to Alabama Southern Community College.

The Lady Titans shot a dreadful 28 percent from the floor and were outplayed by the Lady Eagles and former Westover High star Cessiley Colwell. Colwell scored 10 points with three steals in her return to Albany.

?We played great defense,? said Colwell, who is averaging just above eight points per game as a freshman starter at Alabama Southern.

Colwell scored five consecutive points in the first half to help Alabama Southern (8-7) open up an early 17-9 lead.

DeShanti Lewis scored 15 points and had eight steals to lead the Lady Eagles. Albany Tech was led by Toni Greir?s 14 points and seven boards, while Lashay Lettingham added eight points and nine boards.

?The defense is there,? ATC head coach Kenneth Williams said. ?We?re just having trouble scoring. The only solution I have is to put up more shots and practice.?

Albany Tech (9-8) got as close as 31-23 in the second half before Southern went on a 13-4 run to blow the game open after the Lady Titans could never find their shooting stroke.

?Both teams (in the holiday classic) saw we weren?t shooting well and played zone defense all night,? Williams said. ?That killed us. I don?t think we ran a man offense all weekend.?

The Lady Titans were also without three starters, who are out until the new year. They next travel to Florida for games Wednesday and Thursday at Daytona State and St. Petersburg College, respectively.

South Georgia Tech men win fifth straight, Darton women win fourth in a row in finales of Albany Tech Holiday Classic

ALBANY ? A pair of red-hot teams closed out the Albany Tech Holiday Classic on Saturday with wins as the Darton College women beat Middle Georgia Tech, 80-50, and the South Georgia Tech men edged the MGT men?s program, 67-61.

Darton?s win ? the Lady Cavs? fourth in a row ? was most impressive because they sat their top two scorers: Michelle Mitchell (ankle) and Chanteneice Fann (knee).

In their absence, Tamarah Fisher stepped up big with a double-double (26 points, 12 rebounds), as did Iesha Bonner, who finished with her own double-double (17 points, 11 rebounds). Darton won the rebounding battle, 66-31, and improved to 14-2. The Lady Cavs play again Thursday at West Georgia Tech.

The Jets, meanwhile, won their fifth in a row behind two double-doubles as well: Anthony Etheridge (18 points, 13 rebounds) and Octavius Green (17 points, 18 rebounds). Stedman Lemon added 12 points for SGT.

South Georgia Tech (14-1) now gets set for a huge showdown Friday at Chattahoochee Tech, which is 5-0 in conference ? just ahead of No. 2 SGT.

Terrell girls avenge loss, win tourney

EUFALA, Ala. ? After a 21-point loss Friday night to Lakeside School in its Christmas tournament, Terrell Academy girls basketball coach Keith Jones assessed the loss this way: ?I don?t think they?re 21 points better than us,? he said.

Turns out, he was right.

Playing in the first double-elimination tournament Jones says he?s ever seen, the Lady Eagles got a chance at revenge Saturday night against Lakeside ? and took advantage to the tune of a 65-53 win.

?This was one of those gut-check games where we had to decide whether we were a good team or a team that made excuses,? Jones said. ?We found out who we were (Saturday night).?

Terrell (9-5) got into the championship game after routing Ashford Academy, 64-16, in the first of two contest the Lady Eagles were forced to play Saturday.

That, in itself, was also curious to Jones.

?I?ve never played two games in one day, but I guess things are different in Alabama,? he said. ?I?ve never seen any format like that before in my life.?

Instead of laying down in the final on tired legs, Terrell shot out to a halftime lead and never looked back. Maura Milliron led the way with 20 points, followed by 15 from Marilauren Farr and 14 from Lauren Barfield. Olivia Rogers added 13 in the nightcap win, while Farr scored 16 in Game 1 on Saturday, Barfield added 11 and Sarah Bridges chipped in 10.

When asked what adjustments he made between the first and second meetings, Jones said it was all about defense.

?We just weren?t aggressive, and we didn?t pressure. And they took it to us,? he said. ?Well, we got aggressive Saturday and took it to them.?

SUCCESS (ALA.) BOYS 63, TERRELL ACADEMY 56: The Eagles were led by Conor Walsh?s 20 points, while Raleigh Carlson added 12 in the finale of the Lakeside Christmas Tournament.

Both Terrell Academy teams are off until Jan. 7 when the Eagles and Lady Eagles will host Randolph Southern.

Extreme Diet Hacking With Tech: How Cheesecake Made Me Leaner And Stronger With Carb Backloading

photo (39)Never before have I binged on so many delicious desserts, yet been stronger or more ripped. For 3 weeks, I experimented with a cult bodybuilding diet, Carb Backloading, which promises outcomes too good to be true: slam carbs at night after heavy lifting, get slimmer and build muscle. Like all web sensations, there aren't any large scale studies, and anecdotal reviews never properly control for all the right variables. Only a methodical body hacking experiment, with the latest gadgets and devices tracking calorie burn, fat loss, and training intensity, could legitimately test this dream diet. The results? Despite eating a thousand more calories a day--mostly comprised of sundaes and cheesecake--I've maintained my weight, have noticeable ab definition, and increased my strength an average of 37% over all muscle groups.

After the tornado: Watsonville's Kitayama Bros. nursery repairs damage from wind storm

WATSONVILLE -- Crews scrambled Thursday to repair a greenhouse and save hundreds of gerbera daisy plants after a tornado ripped through the Kitayama Bros. nursery on San Andreas Road.

Saturday morning, the tornado crushed one greenhouse and left three others a mess of twisted metal and shredded fiberglass. A fifth greenhouse, filled with red and yellow gerberas, was heavily damaged, putting the festive flowers at risk from rain and chilly temperatures.

Robert Kitayama, president of the company, said damages would exceed $100,000.

"Every farmer will tell you, it's always something," Kitayama said, shrugging off the loss. "It's the well. It's the weather. It's something."

A tornado, though, is unusual here.

"It's definitely a pretty rare occurrence," said Logan Johnson, a meteorologist at the National Weather Service in Monterey. "It's something that can go several years between happenings."

Johnson confirmed the incident after visiting the nursery Wednesday and evaluating radar data. He described it as a weak tornado with winds of about 75 mph. It emerged as a water spout on the Monterey Bay and then headed inland about a mile on a path 20 yards wide.

The nursery is about a quarter mile from the coast.

Kitayama said the greenhouses were hit about 7 a.m. A few minutes later, he said, crews would have been inside clipping flowers, and the consequences could have been worse.

As it is, the nursery lost as much

as 25 percent of its lisianthus, a delicate, hard-to-grow flower that's a company specialty.

The nursery also lost part of its gerbera crop, though so far not the plants that typically produce for three years.

Kitayama said 3,000 no longer marketable gerbera blooms were sent south Thursday, a donation to Cal Poly's float in the annual Tournament of Roses Parade.

While he'll likely be short blooms for the big floral holidays of Valentine's Day and Mother's Day, "it's not a make or break" situation, he said.

The nursery lost about 40,000 square feet of its 1.8 million square feet of greenhouse space. He's also waiting to see how much of the loss insurance will cover.

Johnson said the last record of a tornado touching down in Watsonville was 10 years ago, though they aren't always reported.

If the nursery hadn't been hit and the greenhouses damaged, the twister may have whipped through the surrounding fallow agricultural fields unnoticed, Johnson said. His office only learned of the tornado because Kitayama called.

"People think we know about everything with all the computers, satellites and radar, but we don't. That's why the human element is so important to what we do," he said.

Argentina?s YPF and Bridas, 50% owned by CNOOC, to invest $1.5B in Vaca Muerta shale oil development in Argentina

Argentina?s YPF and Bridas, 50% owned by CNOOC, to invest $1.5B in Vaca Muerta shale oil development in Argentina

Argentina state-owned energy company YPF and Bridas, an Argentina-based oil and gas company 50% owned by China National Offshore Oil Corporation, agreed to invest $1.5 billion over the next 24 months to begin development in the massive shale oil deposits in the Vaca Muerta (?Dead Cow?) formation in the province of Neuqu?n?one of the largest shale oil formations in the world.

Vaca Muerta is present in an area of 30,000 km2 (7.4 million acres); of this area, YPF participates in 12,000 km22 (3.0 million acres, or 40% of the total. The estimated size of recoverable shale oil in the formation has increased to about which has increased to 741 million barrels, according to the US Energy Information Administration (EIA).

The area of the deal encompasses 663 square kilometers; the $1.5 billion investment includes the acquisition by Bridas of 35% of Down Area A?elo and 24.5% of Bandurria. The development plan calls for 130 wells to be drilled over the next two years.

While most of the development is targeting unconventional oil will, a portion will be for wet gas exploitation.

As part of the agreement, Bridas is also seeking $500 million in additional long-term funding.

As with an agreement signed earlier in December between YPF and Chevron, the deal is a ?farm-in?, which brings YPF title over the area, while both companies share exploration and development costs, as well as know-how and technology.

'Les Mis?rables': Why musical-haters will like it

'Les Mis?rables' has appealed to a lot of critics and has already racked up awards nominations, but it can also win over those who wouldn't be caught dead at a musical.

For months, musical fans have been praising the casting decisions (Hugh Jackman! Anne Hathaway! Oh, fine, Russell Crowe), devouring trailers, and nodding with approval over the awards praise showered upon the film version of ?Les Mis?rables? by the Screen Actors Guild and the Hollywood Foreign Press.

So there?s no fear that the big-screen adaptation of ?Les Mis? will appeal to them, those super-fans who can tell you that Colm Wilkinson was the original Jean Valjean in London and can recite every separate part of ensemble number ?One Day More.? They?ll be turning out to the theater in droves to see their beloved story of a French revolution and the people who are affected by it and will hum along to the songs under their breath as they soak in the vocal performances.

But you know who else should give the movie a chance? People who hate musicals.

There is a (fairly large) group of people to whom simply the word ?musical? is enough to conjure up shuddering. Singing, like people do on ?Glee?? And over-emoting and wearing over-the-top costumes? Count them out. They?ll be watching TV (not ?Glee?).

But I know of several people who view going to see a musical as on par with a tooth extraction who, through accident or being forced to go, saw the stage version of ?Les Mis.? I, the eager fan, asked them how they liked it, and got positive responses from all of them. ?It was? good? was the main reaction, almost all with a surprised tone.

And the reason that ?Les Mis?rables? can win over musical-allergic theatergoers is that it?s not glitzy. It?s not glamorous. There are no kick lines, no spangly outfits, no drawn-out dance numbers. It is the story of various people struggling to survive in nineteenth century France that happens to have some musical numbers attached.

The story is powerful enough that the book by Victor Hugo was a classic long before the musical came along ? some may complain that revolutionary student Marius and protagonist Jean Valjean?s adoptive daughter Cosette aren?t especially deep characters, and they?re right. But everyone remembers Jean Valjean himself, the escaped convict, and his moral struggles and the ruthless Inspector Javert who pursues him, certain that no criminal can be a good man and vice versa.

And the music?s just gorgeous ? if you simply like music that sounds beautiful, it will win you over, whether or not you?re a musical fan. (It will also get stuck in your head, especially the anthemic ?Do You Hear the People Sing?,? so beware.)?

Anyone who?s read the novel will know this beforehand, but it?s pretty darn good at subverting the happy ending most people associate with musicals, also. Let?s just say the show has a pretty high body count.

It?s a serious story about people struggling with almost insurmountable problems ? things like getting food and finding a job and when it?s right to stand up to your government. One character, Fantine, is forced to become a prostitute because she has no other options. Not exactly musical fun time, is it?

So yes, they sing. But give it a chance beyond that. There are no sequins ? I promise.

Restricted Liability Businesses (LLC) are business entities that got their begin in 1977 and are regarded as to match someplace in between sole proprietors/partnerships, and totally incorporated Businesses. Current to fill the gap in between firms and sole proprietors LLCs can aid to segment private and business assets and liabilities although at the identical time preserving a simplified tax structure. An LLC is in itself its personal legal entity so extended as it is treated as a single. The LLC can assume obligations of debt. In other words the LLC, not the members, hold a loan and the liabilities that go along with it. If nonetheless the members of an LLC use the entity as their private bank or for individual matters it is achievable that the LLC will not be recognized as a separate entity if a lawsuit is filed.

Taxes

As far as taxes go LLCs are regarded as by the IRS as pass-by means of entities. This implies revenue passes by means of the business and goes straight to the LLC members just as they would with a sole proprietorship or partnership. Unlocked iPhone 5 on T-Mobile worth it? or Nexus 4?

Hey there. I would like to start out by saying that I have been an Android user for 3 years now on T-Mobile. I dont want to say im anit-Apple, but more of im just not a fan of Apple products. (Im a big pc nerd, been building PCs for 5 years now) The only thing im a fan of is iPod. But recently with the iPhone 5 being out, I have actually started to like the iPhone more. Mainly because it finally now has a 16:9 screen, which is a huge deal for me. Also im sick of Android not having good development. Everything for mobile is made for iPhone first and then usually terribly ported to Android. Also I like the fact of having both my iPod and phone in one.

Ok so here are my problems. Since im on T-Mobile, I will have to get an unlocked iPhone 5. (And yes it has to be a 5 because i cant deal with the smaller square screen) One is the price, and two is the network. Since T-Mobile's network does not fully work with the iPhone I would get either 3g or Edge depending on where im at. Since I live about 40 minutes south of Chicago I should be fine on getting 3g most of the time. But next year in the fall of 2013 ill be going to Southern Illinois University where there is no 3g tower. Also im not sure if you know about it. But the head CEO of T-Mobile came out and said on December 6th, 2012 that T-Mobile will be getting LTE in 2013 and that they will be carrying "Apple Products".

The other problem is the cost. To get an unlocked iPhone 5 16gb is $650 which is a lot. But on the other hand I will only technically be paying around $200 for it because I will be selling my HTC Amaze 4g which sells for about $200-250 on ebay. Also my iPod Touch 4th generation 32gb which also sells for about $200 on ebay. With this said its still a lot to say Im spending $650 just on a phone.

So with all of this said what do you guys think? My main concern is the network. I will technically be downgrading since I do have a 4g device now. But I also have read that the 3g is the same speed as normal T-Mobile 4g. Also my other option is going with a Nexus 4 for only $299. (But im getting really sick of waiting for it to come back in stock.) So what do you guys say? Unlocked iPhone 5? or stick with Android and wait for the Nexus 4?

Thanks, Kenny

White House meeting a last stab at a fiscal deal

(AP) ? President Barack Obama was preparing to present a limited fiscal proposal to congressional leaders at a White House meeting Friday, a make-or-break moment for negotiations to avoid across-the-board tax increases and deep spending cuts at the first of the year.

Lawmakers and White House officials held out a slim hope for a deal before the new year, but it remained unclear whether congressional passage of legislation palatable to both sides was even possible.

The Friday afternoon meeting among congressional leaders and the president ? their first since Nov. 16 ? was likely to center on which income thresholds would face higher tax rates, extending unemployment insurance, and preventing a cut in Medicare payments to doctors, among other issues.

For Obama, the eleventh-hour scramble represented a test of how he would balance strength derived from his re-election against an avowed commitment to compromise in the face of divided government. Despite early talk of a grand bargain between Obama and House Speaker John Boehner that would reduce deficits by more than $2 trillion, the expectations were now far less ambitious.

Although there were no guarantees of a deal, Republicans and Democrats said privately that any agreement would likely include an extension of middle-class tax cuts with increased rates at upper incomes, an Obama priority that was central to his re-election campaign.

A key question was whether Obama would agree to abandon his insistence during the campaign on raising taxes on households earning more than $250,000 a year and instead accept a $400,000 threshold like the one he offered in negotiations with Boehner. Another was whether Republicans would seek a higher income threshold.

The deal would also likely put off the scheduled spending cuts. Such a year-end bill could also include an extension of expiring unemployment benefits, a reprieve for doctors who face a cut in Medicare payments and possibly a short-term measure to prevent dairy prices from soaring, officials said.

If a deal was not possible, it would become evident at Friday's White House meeting, and Obama and the leaders would leave a resolution for the next Congress to address in January.

Such a delay could unnerve the stock market, which edged lower for a fifth day Friday amid worries that lawmakers would fail to reach a budget deal. Economists say that if the tax increases are allowed to hit most Americans and if the spending cuts aren't scaled back, the recovering but fragile economy could sustain a traumatizing shock.

Obama called for the meeting as top lawmakers on Thursday alternately cast blame on each other while portraying themselves as open to a reasonable last-minute bargain.

Senate Democratic Leader Harry Reid all but conceded that any effort at this late date was a long shot. "I don't know timewise how it can happen now," he said.

The No. 2 Senate GOP leader, Jon Kyl of Arizona, said it is "pretty unlikely" that Senate Republicans would agree to legislation averting the fiscal cliff if it wouldn't pass muster in the House.

"If you know the House isn't going to do something, why go through the charade?" he told reporters. "That becomes political gamesmanship."

Obama and Reid, D-Nev., would have to propose a package that Senate Republican Leader Mitch McConnell would agree not to block with procedural steps that require 60 votes to overcome.

Sen. Chuck Schumer of New York said he still thinks a deal could be struck.

The Democrat told NBC's "Today" show Friday that he believes the "odds are better than people think."

Schumer said he based his optimism on indications that McConnell has gotten "actively engaged" in the talks.

Appearing on the same show, Republican Sen. John Thune noted the meeting scheduled later Friday at the White House, saying "it's encouraging that people are talking."

But Sen. Bob Corker, R-Tenn., predicted that "the worst-case scenario" could emerge from Friday's talks.

"We will kick the can down the road," he said on "CBS This Morning."

"We'll do some small deal and we'll create another fiscal cliff to deal with the fiscal cliff," he said. Corker complained that there has been "a total lack of courage, lack of leadership," in Washington.

If a deal were to pass the Senate, Boehner would have to agree to take it to the floor in the Republican-controlled House.

Boehner discussed the fiscal cliff with Republican members in a conference call Thursday and advised them that the House would convene Sunday evening. Rep. Tom Cole, R-Okla., an ally of the speaker, said Boehner told the lawmakers that "he didn't really intend to put on the floor something that would pass with all the Democratic votes and few of the Republican votes."

But Cole did not rule out Republican support for some increase in tax rates, noting that Boehner had amassed about 200 Republican votes for a plan last week to raise rates on Americans earning $1 million or more. Boehner ultimately did not put the plan to a House floor vote in the face of opposition from Republican conservatives and a unified Democratic caucus.

"The ultimate question is whether the Republican leaders in the House and Senate are going to push us over the cliff by blocking plans to extend tax cuts for the middle class," White House communications director Dan Pfeiffer said. "Ironically, in order to protect tax breaks for millionaires, they will be responsible for the largest tax increase in history."

Boehner, McConnell, Reid and House Democratic Leader Nancy Pelosi are all scheduled to attend Friday's White House meeting with Obama. Vice President Joe Biden will also participate in the meeting, the White House said.

Nowhere to use Japan's growing plutonium stockpile

ROKKASHO, Japan (AP) ? How is an atomic-powered island nation riddled with fault lines supposed to handle its nuclear waste? Part of the answer was supposed to come from this windswept village along Japan's northern coast.

By hosting a high-tech facility that would convert spent fuel into a plutonium-uranium mix designed for the next generation of reactors, Rokkasho was supposed to provide fuel while minimizing nuclear waste storage problems. Those ambitions are falling apart because years of attempts to build a "fast breeder" reactor, which would use the reprocessed fuel, appear to be ending in failure.

But Japan still intends to reprocess spent fuel at Rokkasho. It sees few other options, even though it will be extracting plutonium that could be used to make nuclear weapons.

Would-be adoptive parents look beyond Russia

NEW YORK (Reuters) - Russia's new ban on U.S. adoptions is the latest setback for hopeful American parents as countries increasingly impose restrictions.

Other countries, including China and Guatemala, have erected hurdles for adoptive families as they create their own domestic adoption programs. The signing of the Hague Convention on adoption in 2008 drastically improved regulation of the process, which had been rife with corruption. But it has also led to a slowdown in adoptions or shutdowns in some countries. Internal politics and abuse concerns are additional reasons why countries have tightened controls.

In 2004, U.S. citizens adopted 22,991 children who had been born abroad, an all-time high, according to Adoptive Families magazine. By 2011, that number had fallen to 9,319. (For a graphic view of how international adoptions have fallen in various countries, see http://link.reuters.com/tut84t)

There are still other options for Americans wanting to adopt an international child. Bulgaria, Columbia and many African nations are some of the new, go-to countries for U.S. adoptions.

But even that's not a sure thing. For would-be adoptive parents the best bet is to widen their search to include special needs kids, sibling groups and older children.

AFRICA'S ADOPTION EXPLOSION

Africa, which represented 22 percent of adoptions in 2009, is expected to be a bigger player in the future. "A decade ago, there were very few adoptions (in Africa)," according to Susan Soonkeum Cox, vice president policy and external affairs at Holt International, a Christian adoption organization. "Now, there's an explosion."

African countries seeing an increase in adoptions include South Africa, the Democratic Republic of the Congo, Ghana, Kenya and Ivory Coast.

Adoptions in Ethiopia, meanwhile, have declined from a peak of 2,511 in 2010 as the country overhauled its oversight process. But it is still a viable option, Cox said.

Cox advises working with an adoption agency that has staff on the ground in Africa and other countries to handle paperwork and advocate for U.S. families.

Other countries that still welcome American adoptions include Bulgaria and Colombia, said Megan Montgomery, international adoption coordinator for Adoption Star, based in Amherst, New York. Adoption Star primarily deals with adoptions from Bulgaria, a country that has gone from five placements in 2008 to 75 adoptions in 2011.

Placements from Vietnam and Cambodia, which shuttered their U.S. adoption programs, should resume soon, adoption experts say.

FAMILIES CAN'T FLIP A SWITCH

Adoptions of Russian children peaked in 2004, according to Dale Eldridge, coordinator of adoptive services at Jewish Family Services' Adoption Choices, a non-profit adoption program based in Framingham, Massachusetts. Right now, fewer than 50 U.S. adoptions of Russian children are formally in the works while another 250 U.S. families have identified kids they would like to adopt, adoption experts said.

Unfortunately, families that already have started an adoption in Russia can't just flip a switch and redirect their efforts to another country. "I wish it was as simple as taking some families who have been waiting (for Russian children) to just move over to another country," said David Nish, chief program officer at Spence-Chapin, a U.S.-based adoption agency that finds homes for children in the United States and around the world. "But it's a whole other process."

That's because every country has its own eligibility requirements. Criteria can include parents' marital status, age of the parents, employment, financial status, medical issues, and even the age difference between the adoptive parents and adoptee child. The adoption process remains restrictive for single-sex couples.

And the cost can be prohibitive. For example, the median fee in 2011 was $8,000 for the Dominican Republic, $15,355 in Panama and $26,063 in South Africa, according to the U.S. State Department's Intercountry Adoption Annual Report. Adoption fees for many of the 30-plus countries on the State Department's list are in the range of $20,000. That's not including travel costs.

Even so, international adoptions are often cheaper than domestic ones for newborn babies, which can cost $40,000 or more.

OLDER CHILDREN

To speed up the process, would-be adoptive parents should consider a school-age child, experts say.

According to the State Department, 233,934 international adoptions were made by Americans from 1999 to 2011. Nearly 94,000 of those adoptions involved children under the age of one. Just about 20,000 children aged three or four were adopted during that period. And for kids aged 5 to 12, it was 29,712.

The benefit of adopting a school-age child is that it is easier to identify developmental and emotional problems ahead of time. "There's more you can do to prepare and put resources in place to support what they need," Spence-Chapin's Nish said.

School-aged children can be challenging if pre-adoptive experiences affect their development, he said.

A special needs child is also a possibility. One way to fast-track an international adoption may be to apply for a child with known medical or special needs, said Adoption Star's Montgomery. "For families with resources, it can be great option," Montgomery said. "Of course, you really have to find the right family to take on that kind of known medical need."

Special needs can range from a baby born with a minor medical problem, such as a cleft palate, to more serious issues, such as a heart condition, blindness or spina bifida. "It's not about families getting a child quicker," Nish said. "It's about a family accepting a child into their household that they can provide for and love and nurture."

China's Waiting Child program, which includes children who have special needs or correctable medical conditions or are part of sibling groups, has wait times that are typically much shorter than the traditional program, according to Adoptive Families magazine. In 2011, more than half of adoptions from China were through this program.

Would-be parents must be prepared to wait. The Associated Services for International Adoption, a non-profit adoption group, says the wait time for an adoption referral in China is 73 months as the country has clamped down on U.S. adoptions. "If the wait time is becoming impractical, it's better to close the intake process" and start again, advised Holt's Cox.

Tracy Downey and her husband, Jason, who live in suburban Des Moines, Iowa, tried to go the traditional international Chinese adoption route in 2006. But after waiting for 18 months to bring home a baby from China, Tracy switched gears and started combing the official Chinese list of children with special needs along with additional lists from adoption agencies and orphanages.

The Downeys have since adopted a daughter, Angel, along with two sons - Corban and Tegan - from China, all with large, potentially disfiguring moles known as a giant congenital nevi. They started the process to bring home the two boys, now aged 3-1/2, last January. It took about 10 months.

Aside from their large moles - which are on two of the children's faces and on the other's lower body - all three kids are healthy and thriving, Tracy said.

"If we wanted a non-special needs child, we'd still be waiting," Tracy said.

Cars 101: How to Do a Compression Test

December 28, 2012 2:00 PM Text Size: A . A . A A compression test reveals the condition of your engine's valves, its valve seats, and piston rings and whether these parts are wearing evenly. Healthy engines should have compression over 100 psi per cylinder, with no more than 10 percent variation between the highest and lowest readings. With a compression tester, a few hand tools, and 20 minutes, you can try this yourself.

STEP 1 Remove the fuel pump and fuel-injection fuses. Disconnect the main wire to the coil and spark plug wires; remove spark plugs.

STEP 2 Start the threaded end of the compression gauge in a spark plug hole by hand.

STEP 3 Turn the ignition on, depress the throttle, and crank the engine four revolutions. This should result in a stable reading; if not, crank up to 10 revolutions, but do the same with all cylinders.

STEP 4 Mark the pressure reading for each cylinder on the valve cover in chalk, then move to the next cylinder.

TIP For a cylinder below 100 psi, pour 1 teaspoon of engine oil into the plug hole and retest. If the reading jumps, the piston rings are worn. If not, think valve problems.

Noble Discoverer Investigation: Arctic Drill Ship Used By Shell Ordered To Stay In Alaska

  • Niger Delta ExxonMobil Spill, Nigeria - May 2010

In Nigeria's Akwa Ibom State, an ExxonMobil pipeline ruptured on May 1 and spilled over a million gallons of oil, <a href="http://www.guardian.co.uk/world/2010/may/30/oil-spills-nigeria-niger-delta-shell" target="_hplink">reported the <em>Guardian</em></a>. The leak continued for seven days before it was stopped. <a href="http://www.huffingtonpost.com/omoyele-sowore/the-oil-spill-no-ones-tal_b_649220.html" target="_hplink">HuffPost blogger Omoyele Sowore explained</a> in July 2010 that an oil spill from ExxonMobil operations was nothing new to the country. He wrote that an "environmental catastrophe [had] been going on since December 2009." He described the toll on Nigeria: "There's oil on the surface of the ocean, wildlife coated in crude, fishermen losing their businesses."

  • Trans-Alaska Pipeline Spill - May 2010

In May 2010, several thousand barrels of oil spilled from the Trans-Alaska pipeline "during a scheduled pipeline shutdown at a pump station near Fort Greely," <a href="http://www.huffingtonpost.com/2010/05/26/alaska-oil-spill-trans-al_n_589974.html" target="_hplink">explained AP</a>. No injuries were reported and officials said the spill was likely "limited to the gravel on top of the containment area's line."

  • Red Butte Creek Spill, Utah - June 2010

In June 2010, a Chevron pipeline ruptured and spilled oil into a creek near Salt Lake City, Utah. It was first estimated that over 400 to 500 barrels spilled into the creek, which leads into the Great Salt Lake, <a href="http://www.huffingtonpost.com/2010/06/12/utah-oil-spill-500-gallon_n_610232.html#s99698" target="_hplink">reported AP</a>. Around 150 birds were "identified for rehabilitation." The <a href="http://www.huffingtonpost.com/2010/06/14/utah-oil-spill-officials-_n_611014.html" target="_hplink">oil did not reach the Great Salt Lake</a>, however. <a href="http://www.huffingtonpost.com/2010/07/14/chevron-cited-for-oil-spi_n_646340.html" target="_hplink">Chevron was later cited for the spill</a>, which released an estimated 33,000 gallons in total. In March 2012, <a href="http://www.huffingtonpost.com/huff-wires/20120324/us-oil-spill-utah/" target="_hplink">a group of 66 residents of a Salt Lake City neighborhood sued Chevron</a> for damage caused by the Red Butte Creek spill and a smaller spill in December 2011.

  • Kalamazoo River Spill, Michigan - July 2010

In late July 2010, an Enbridge pipeline in southwestern Michigan sprung a leak and <a href="http://www.huffingtonpost.com/2010/07/27/michigan-oil-spill-among_n_661196.html" target="_hplink">spilled over 800,000 gallons of oil into a creek</a> which flows into the Kalamazoo River. By August, a regional EPA administrator said that significant progress had been made at the site, but "the agency cautioned that it will take months to complete the cleanup," <a href="http://www.huffingtonpost.com/2010/08/02/michigan-oil-spill-epa-of_n_667556.html" target="_hplink">reported AP</a>. By the end of September, <a href="http://www.huffingtonpost.com/2010/09/27/michigan-oil-pipeline-res_n_741233.html" target="_hplink">the pipeline -- which travels from Ontario to Indiana -- was back in operation</a>. The EPA later <a href="http://www.huffingtonpost.com/huff-wires/20111116/us-michigan-river-oil-spill/" target="_hplink">reported that about 1.1 million gallons of oil were recovered</a>, but pipeline operator Enbridge said that it would stick with previous estimates that only about 843,000 gallons were spilled.

  • Xingag Harbor Spill, Dailan, China - July 2010

In July 2010, China experienced what was reported as the "<a href="http://www.huffingtonpost.com/2010/07/21/china-oil-spill-grows-off_n_653852.html#s120708" target="_hplink">country's largest reported oil spill</a>" after a pipeline rupture near the northeastern port city of Dailan. Several days after the spill, cleanup efforts were underway over a 165 square mile (430 square kilometer) area of the Yellow Sea. The Chinese government reported that about 1,500 tons or 461,790 gallons of oil had spilled, but <a href="http://www.huffingtonpost.com/2010/07/30/china-oil-spill-far-bigge_n_665038.html#s120708" target="_hplink">experts contended that the spill could have been "dozens of times larger,"</a> reported AP.

  • Peace River Spill, Alberta, Canada - April 2011

In late April 2011, a pipeline in northwestern Alberta began leaking, and created the worst spill in the province in 36 years, <a href="http://www.calgaryherald.com/news/alberta/Rainbow+pipeline+leak+largest+years/4720888/story.html" target="_hplink">reported the <em>Calgary Herald</em></a>. About 28,000 barrels of oil were reportedly spilled from the Rainbow pipeline, which is operated by Plains Midstream Canada. The <em>Globe and Mail</em> revealed that the pipeline operators "<a href="http://www.theglobeandmail.com/report-on-business/oil-on-rainbow-line-halted-8-hours-after-problem-detected/article2013335/" target="_hplink">detected a potential problem nearly eight hours before halting the flow of crude</a>." A nearby school in a First Nation community was closed after residents reported "nausea, burning eyes and other symptoms," and several animals were found dead. In late July, Plains Midstream <a href="http://www.huffingtonpost.ca/2011/07/28/alberta-pipeline-owner-as_n_912796.html" target="_hplink">requested to re-open the pipeline</a> and begin to ship oil to Edmonton again.

  • Bohai Bay Spill, China - June 2011

In June 2011, an oil <a href="http://www.huffingtonpost.com/2011/07/01/china-offshore-oil-spills-bohai-bay_n_888473.html" target="_hplink">spill occurred about 25 miles off the coast of China's Shandong province</a> in Bohai Bay. A second spill followed in July. In late August, <a href="http://www.huffingtonpost.com/2011/08/26/new-seeps-in-china-spill_n_937809.html" target="_hplink">it was reported</a> that ConocoPhillips had discovered more oil seeps in Bohai Bay, although only "1 to 2 liters (a quarter to a half-gallon) of oil and drilling mud were being released each day."
