Israel jets increase activity in Lebanese airspace

BEIRUT (AP) ? The Lebanese military said Wednesday that Israeli warplanes have sharply increased their activity over Lebanon in the past week, including at least 12 sorties in less than 24 hours in the country's south.

The flights come amid Israeli concerns about the civil war in neighboring Syria and fears that advanced weapons could reach hostile groups in Syria or the militant anti-Israel Hezbollah group in Lebanon.

Among Israeli security officials' chief fears is that Hezbollah could get its hands on Syrian chemical arms and SA-17 anti-aircraft missiles. If that were to happen, it would change the balance of power in the region and greatly hinder Israel's ability to conduct air sorties in Lebanon.

Israel believes that Damascus obtained a battery of SA-17s from Russia after an alleged Israeli airstrike in 2007 that destroyed an unfinished Syrian nuclear reactor.

Earlier this week, Israel moved a battery of its new "Iron Dome" rocket defense system to the northern city of Haifa, which was battered by Hezbollah rocket fire in the 2006 Israel-Hezbollah war. The Israeli army called that move "routine."

A Lebanese army statement said the last of the sorties took place at 2 a.m. local time Wednesday. It said four warplanes which flew in over the southernmost coastal town of Naqoura hovered for several hours over villages in southern Lebanon before leaving Lebanese airspace.

It said similar flights by eight other warplanes were conducted Tuesday.

There was no immediate comment from Israel.

A Lebanese security official said the flights were part of "increased activity" in the past week but did not elaborate. He spoke on condition of anonymity because he was not authorized to brief the media.

The area of Lebanon where the flights took place borders southern Syria.

Israeli violations of Lebanese airspace are not uncommon and Lebanese authorities routinely lodge complaints at the U.N. against the flights.

Devon Lawrence neatly stacked bricks on the gas burner of his kitchen stove and turned up the blue flame, creating a sort of radiator that warmed the ice-cold room.

His two-story house in the Far Rockaway section of Queens hasn?t had working heat since Superstorm Sandy?s floodwaters destroyed the oil burner in the basement. Now mold is growing upstairs because the house has been cold and damp for so long.

Lawrence wakes early every morning to heat the bricks and light a kerosene space heater while his 75-year-old mother sits in bed in a hat and gloves.

?That way she doesn?t freeze,? said Lawrence, a former Army medic who served in Afghanistan and Iraq. ?Even the dog is cold.?

Three months after Sandy struck, thousands of storm victims in New York and New Jersey are stuck in limbo. Waiting for the heat to come on, for insurance money to come through, for loans to be approved. Waiting, in a broader sense, for their upended lives to get back to normal.

While Congress passed a $50.5 billion emergency aid package on Monday, many say the rebuilding has been complicated over the past several weeks by bureaucracy. Some people are still living in mold-infested homes, while others are desperately trying to persuade the city to tear theirs down. Illegal immigrants who don?t qualify for federal aid are struggling to scrape by. Small businesses are shutting down in neighborhoods where nobody seems to shop anymore.

Federal officials say they understand the frustration and are working as quickly as possible to compensate people for their losses and rebuild.

?The infrastructure and the homes that were in place that Sandy took away took a lot longer than 90 days to be built up and put into place,? said Michael Byrne, who is overseeing the Federal Emergency Management Agency?s Sandy response in New York state. ?If there?s any assurances I can give folks that feel that way, we?re not leaving until we get it done.?

The Oct. 29 storm damaged or destroyed 305,000 housing units and disrupted more than 265,000 businesses in New York state. About 14,000 housing units have been repaired so far through New York City?s Rapid Repairs program. In New Jersey, 346,000 housing units were destroyed or damaged, and 190,000 businesses affected. Nearly 18,000 households have received aid for repairs from FEMA.

?This is a war zone down here still,? said Donna Graziano, who has been running a 24-hour relief hub near the beach on Staten Island in a tiny white tent heated by a generator. ?This looks no better than it did three months ago.?

On a recent snowy evening, at least a dozen people huddled over plates of food in Graziano?s tent, which has become a gathering place where displaced residents can exchange greetings and get daily updates.

?This is three months now. And we?re still fighting,? said Nicole Chati, who is waging a battle to convince the city that her flood-damaged home must be torn down. ?And we?re still filling out more paperwork. And we?re still cutting more red tape.?

Chati said two contractors have advised her that it would be safer to demolish the home rather than try to salvage what?s left of it. But the city?s Buildings Department disagreed.

Along with her husband, 7-year-old daughter and mother, Chati is renting a basement apartment with aid from FEMA. But the family can?t move forward with plans to rebuild until the house comes down.

?I had to hire my own engineer, my own architect, to prove that my house is caving in on itself,? she said.

Government officials and nonprofit groups could not provide numbers on exactly how many people are still living in damaged homes, but stories abound in neighborhoods that suffered the worst flooding.

The furniture is still wet and the curtains are black with mold in Pura Gonzalo?s Far Rockaway home, where the 89-year-old Cuban immigrant says she has throat problems and feels exhausted.

?My son tried to clean the basement as much as he could, but the mold is still there,? said Gonzalo, who lives with her son, Jorge. ?I feel very frustrated seeing my home like this, but I don?t have the strength in my body to do anything anymore. I feel sick.?

Anthony DiFrancisco refuses to move his family of seven out of his mold-infested ranch home on Staten Island. Until about two weeks ago, the family had been living without heat or hot water, relying on electric heaters to keep warm and showering at friends? homes.

?We?re cleaning the mold as we go,? he said. ?I?m cleaning it with the bleach and doing it a little bit at a time, so we don?t kill everybody.?

Mold remediation usually requires people to move out of their homes for days at a time, and the job can cost as much as $15,000. Some homeowners complain that the lump-sum payments they get from FEMA aren?t big enough to cover mold removal along with rent and all the other things that need to be repaired.

Advocates for immigrants and other poor storm victims say many people have also been subjected to the whims of corrupt landlords who aren?t repairing flood damage and are still demanding the rent.

Norma Mancia, a Salvadoran immigrant, lost precious documents when her Far Rockaway home flooded. Because she lives illegally in the U.S., she hasn?t received any FEMA money. Her destroyed furniture is still piled up in the backyard.

?We lost all the receipts and papers we could need in case we have the opportunity of solving our legal status here,? said Mancia, who has received only $500 in aid from a local church. ?I have cried a lot.?

The past three months haven?t been easy for small-business owners like Violet Sanabria, whose flower shop in Hoboken, N.J., was filled with floating lilies and roses when the water rushed in. Sanabria spent weeks cleaning up Vera?s Flower Shop, where she has worked for seven years and officially became the owner ? a long-coveted dream ? on Nov. 1.

She has yet to receive any insurance money.

?The storm just killed everything,? she said. ?We used to make 24 orders a day. Now we?re down to one if we?re lucky.?

Sanabria fears she may have to close the shop. ?When are we going to see the light?? she asked.

On Staten Island, Chati visits her sodden little bungalow every day in a ritual that keeps her going and renews her resolve to rebuild.

?Sometimes I curse at it,? she said. ?Sometimes I cry. Sometimes I just look at it in disbelief.?

The security situation in Afghanistan has gradually but perceptibly begun to slip out of control due to the rapid draw-down of coalition forces. The NATO-ISAF strategy to ?clear-hold-transfer-exit? has only partially succeeded in achieving its political and military goals. Due to structural as well as functional deficiencies, the Afghan National Security Forces (ANSF, army and police) are unlikely to be capable of assuming independent charge of security by the end of 2014.

Counter-insurgency operations are small-team operations in which success is heavily dependent on very high quality junior leadership. The standards of junior leadership in the ANSF leave much to be desired. Not only are the ANSF ill-trained and badly led, they are also poorly equipped.

The ANSF lack high mobility vehicles like the US ?humvees? and are incapable of launching quick reaction teams to either come to the aid of besieged patrols and ambush parties or to exploit fleeting opportunities. The Afghan army lacks firepower resources as it has not been given any artillery. In fact, combat service support elements like light helicopters for casualty evacuation are almost completely non-existent.

The rapid raising of new infantry battalions almost invariably results in a dilution in the quality of intake of recruits as the catchment area is limited. It also results in low standards of initial or basic training as the training period is reduced. Newly raised battalions in the best of armies take three to five years to settle down and build internal unit cohesion and esprit de corps.

Accurate and timely intelligence is the bedrock of successful counter-insurgency operations. The ANSF do not have an integral intelligence establishment and are dependent mainly on external sources. This is a major operational deficiency.

The desertion rate is higher than average in similar circumstances; many cases of fratricide have been reported and the Taliban have infiltrated their men into some of the battalions. Under these circumstances, morale and motivation levels are bound to slip further.

Hence, there is an urgent need to supplement the capabilities of the Afghan security forces. Unless the key regional neighbours, including India, Iran and Pakistan, contribute meaningfully to the efforts to stabilise the country, rather than pursuing narrow national agendas, Afghanistan may be plunged into civil war.

Pakistan still seeks ?strategic depth? in Afghanistan and would prefer to have a pliable regime in Kabul when the NATO-ISAF mission ends in 2014. Pakistan does not support the Afghan reconciliation process as a successful outcome will reduce Pakistan?s role in conflict resolution. Pakistan has failed to realise that continuing insurgency in Afghanistan is fuelling instability in its own northwest and will further destabilise the country when its economy is in ruins and the political situation is spiralling out of control. Pakistan seeks to limit India?s influence in Afghanistan and opposes the induction of Indian troops as well as in-situ training.

A peaceful and stable Afghanistan is of vital national interest for India. It is a country with which India has traditionally enjoyed warm and friendly relations. Since the overthrow of the Taliban regime in 2001-02, India has contributed only soft power to the international reconstruction effort in Afghanistan. It has spent over US $1.5 billion in constructing the Delaram-Zaranj highway, building and running schools and hospitals and in training the fledgling Afghan administration.

As an aspiring, though reluctant regional power, India must overcome its fear of overseas military interventions ? occasioned by the ill-advised and unsuccessful foray into Sri Lanka in the 1980s ? and stand up and be counted as a genuine rising power that is willing to discharge legitimate regional responsibilities.

Under the right conditions ? Afghan government concurrence, UN flag, viable logistics support ? it may be possible to persuade India to send up to one infantry division (15,000 troops) to supplement the ANSF. A fresh UN Security Council mandate will be necessary under Chapter 7 of the UN Charter.

Pakistan will be extremely reluctant to accept Indian troops being positioned in the Jalalabad-Ghazni-Kandahar areas, which are the worst affected, as it will see such presence as a direct threat. It will be more prudent to send Indian troops to either Mazar-e-Sharif in the north or Herat in the west.

India could begin by inducting a brigade group to begin with and gradually step up the force level when a fully functional logistics system is in place ? either from the south through Chabahar Port (Iran)-Zaranj-Delaram-Garland Highway or from the north through Turkmenistan or Uzbekistan. Both the routes will present formidable challenges for logistics, but none that cannot be overcome with methodical planning.

At the very least, due to the Indian army?s immense experience in counter-insurgency operations and cultural affinities that make it easier to train new recruits, India could be invited to train ANA personnel in Afghanistan itself.

Three retailers drop Irish beef baron's firm over horsemeat row

LONDON/DUBLIN (Reuters) - Tesco, the Co-operative Group and Aldi fired a supplier controlled by Ireland's most powerful beef baron on Wednesday for selling them burgers shown to contain horsemeat.

The three retailers said they would no longer use Irish supplier Silvercrest Foods because of trust issues relating to where products were sourced, following a similar move by Burger King last week.

The world's No. 3 retailer, Tesco, reeling from a wave of bad publicity after the Irish food safety authority discovered a frozen burger contained 29 percent horse meat, said it would continue to buy Irish beef from other ABP companies.

Tesco Ireland said the contract, worth 15 million euros, was a small part of ABP's business and the company also promised to use DNA testing equipment to check the content of products on its shelves.

The move is a blow to Ireland's 2 billion euro (?1.6 billion) beef industry, which had hoped that the discovery the horsemeat came from Poland might limit the fallout.

"We took that decision with regret but the breach of trust is simply too great," Tesco technical director Tim Smith said in a statement announcing the termination of its contract with Silvercrest, a subsidiary of Larry Goodman's ABP Foods.

ABP, Europe's largest beef exporter, tried to deflect blame for the scandal this week after the Irish government announced it had traced the source of the meat to a Polish supplier.

ABP said it had "never knowingly purchased or traded in equine product" but Tesco said it had failed to use meat from a list of approved suppliers and to honour an instruction to source ingredients exclusively in the UK and Ireland.

Speaking at a UK parliamentary committee on the contamination, Catherine Brown, chief executive of Britain's Food Standards Agency (FSA), said the tainted meat product coming from a Polish supplier had been used for a year.

But, Tesco's Smith told the same hearing he believed the problem may have started in May last year. He added that the company is still calculating losses related to the contamination.

BREACH OF CONTRACT

Britain's fifth biggest food retailer, the Co-operative Group said in a statement that it had "delisted" the supplier following the results of tests it ran for horse DNA in 17 burgers in two different products supplied by Silvercrest.

One of the samples tested was found to contain 17.7 percent horse meat, while small traces of horse DNA - less than 1 percent - were discovered in three others. The rest came back negative.

Aldi said in similar statement that it had ended its contract "due to a serious breach of contract by Silvercrest in relation to the agreed product specification".

The damage to Ireland's reputation as a supplier could be hard to shake, analysts said.

"It's a spectacular own-goal for Ireland because it reflects on the beef industry as a whole," said Patrick Wall, lecturer in public health at University College Dublin. "A team is only as strong as its weakest player."

Lidl and Iceland, whose burgers also tested positive for traces of horse meat, were contacted by Reuters, but were unavailable for immediate comment.

THE BEEF BARON

The scandal has revived memories of a government-appointed tribunal in the 1990s finding abuses of European Union beef subsidies at plants Goodman controlled.

The tribunal found that counterfeit stamps had been used in some cases to pass off beef carcases as being of higher quality at some plants controlled Goodman, although it said Goodman himself may not have been aware of the abuse.

Goodman, who declined a request for an interview, has dismissed the tribunal's report as biased.

A well-known figure in Irish business, he has tried to keep a low profile since his ties to prime minister Charles Haughey in the 1980s came close to bringing down the government.

He used ABP to rebuild his empire, which collapsed after a number of disastrous investments in the 1980s and the 1990 Iraqi invasion of Kuwait which left Saddam Hussein's government unable to pay a 170 million pound ($268 million) bill.

A team of scientists at Ume University, in collaboration with colleagues in Melbourne, Australia, have found that television viewing and lack of exercise at age 16 is associated with the risk of developing metabolic syndrome at 43 years age.

Metabolic syndrome is a name for the disorder of metabolism - a combination of abdominal obesity, elevated blood lipids, hypertension and impaired glucose tolerance - which provides for a significantly increased risk of developing type 2 diabetes, stroke and cardiovascular disease.

It has previously been shown that lack of physical activity increases the risk of metabolic syndrome. It is also known that low leisure-time physical activity, for example, how much time spent watching TV is linked to the risk of metabolic syndrome independent of exercise habits. The new research findings have now been able to show is that these relationships extend over a large part of life, specifically between 16 to 43 years of age. The study is published in the journal Diabetes Care and included 888 participants in northern Sweden who had been followed from 1981 when they were in ninth grade in elementary school, until 2008.

"The results demonstrate that we need to consider how we can reduce sedentary lifestyle among children and adolescents, "says the report's lead author, a general practitioner and Adjunct Professor Patrik Wennberg, Department of Public Health and Clinical Medicine, Ume University. "It may be more important than only focusing on increased fitness and sports activities for those who are already interested."

Fried Food Linked To Increased Risk Of Prostate Cancer

Regular consumption of deep-fried foods like chicken, french fries and doughnuts has been associated with an increased risk of prostate cancer by investigators at Fred Hutchinson Cancer Research Center.

Previous studies have suggested that eating foods made with high-heat cooking methods, like grilled meat, may increase the risk of prostate cancer but this is the first one to implicate deep frying to cancer.

Janet L. Stanford, Ph.D., co-director of the Hutchinson Center's Program in Prostate Cancer Research, and colleagues found that men who reported eating french fries, fried chicken, fried fish and/or doughnuts at least once a week were at an increased risk of prostate cancer as compared to men who said they ate such foods less than once a month.Men who ate one or more of those foods at least weekly had an increased risk of prostate cancer that ranged from 30 to 37 percent.

Weekly consumption of these foods was associated also with a slightly greater risk of more aggressive prostate cancer. The researchers controlled for factors such as age, race, family history of prostate cancer, body-mass index and PSA screening history when calculating the association between eating deep-fried foods and prostate cancer risk.


Deep-fried foods are primarily eaten outside the home so it is possible that the link between these foods and prostate cancer risk may be a sign of high consumption of fast foods among the affected population in general. The authors cite the dramatic increase in fast-food restaurants and fast-food consumption in the U.S. in the past several decades.?

"The link between prostate cancer and select deep-fried foods appeared to be limited to the highest level of consumption ? defined in our study as more than once a week ? which suggests that regular consumption of deep-fried foods confers particular risk for developing prostate cancer," Stanford said.

Deep frying may trigger formation of carcinogens in food

Possible mechanisms behind the increased cancer risk, Stanford hypothesizes, include the fact that when oil is heated to temperatures suitable for deep frying, potentially carcinogenic compounds can form in the fried food. They include acrylamide (found in carbohydrate-rich foods such as French fries), heterocyclic amines and polycyclic aromatic hydrocarbons (chemicals formed when meat is cooked at high temperatures), aldehyde (an organic compound found in perfume) and acrolein (a chemical found in herbicides). These toxic compounds are increased with re-use of oil and increased length of frying time.

Foods cooked with high heat also contain high levels of advanced glycation endproducts, or AGEs, which have been associated with chronic inflammation and oxidative stress. Deep-fried foods are among the highest in AGE content. A chicken breast deep fried for 20 minutes contains more than nine times the amount of AGEs as a chicken breast boiled for an hour, for example.

For the study, Stanford and colleagues analyzed data from two prior population-based case-control studies involving a total of 1,549 men diagnosed with prostate cancer and 1,492 age-matched healthy controls. The men were Caucasian and African-American Seattle-area residents and ranged in age from 35 to 74 years. Participants were asked to fill out a dietary questionnaire about their usual food intake, including specific deep-fried foods.

"To the best of our knowledge, this is the first study to look at the association between intake of deep-fried food and risk of prostate cancer," Stanford said, though previous studies have linked friend food to cancers of the breast, lung, pancreas, head and neck, and esophagus.

Search efforts underway for fighter jet missing on training mission

ROME (Reuters) - A U.S. F-16 fighter jet may have crashed on Monday during a training exercise over the Adriatic Sea and the U.S. Air Force said the status of its Italy-based pilot was unknown.

Search efforts, aided by Italy's Coast Guard, were under way and the Air Force declined to offer many details.

It said only that it "lost contact" with the F-16 at about 8 p.m. local (2100 GMT) - language often used to describe a possible crash, although Air Force officials declined to speculate about the incident.

"The aircraft was performing a training mission over the Adriatic Sea with one person on board. The pilot's condition is unknown at this time," the Air Force said in a statement.

Italy's Coast Guard confirmed it was helping in the search-and-rescue effort.

A spokeswoman at Aviano Air Base in northern Italy said more information would released as it became available.

BERLIN (AP) ? A closely-watched survey shows German consumers are more optimistic, buoyed by the current calm in financial markets and expectations the economy will gradually revive over the course of the year.

The GfK institute reported Tuesday that its forward-looking indicator rose to 5.8 points for January, up from a revised 5.7 in January.

Analyst Carsten Brzeski says the indicator is "another small piece of evidence that domestic demand should be an important growth driver in 2013."

The report shows overall economic expectations still in negative territory, at minus 11.3 in January ? but that was an improvement from December's minus 17.9.

Income expectations rose to 36 in January from 21.2 in December, while consumers' willingness to buy was up to 35.3 from 20.1.

The report is based on 2,000 consumer interviews.

(AP) ? There was no fire alarm. There were no sprinklers or fire escapes. And when a band member tried to put out a fire that had been started by pyrotechnics, the extinguisher didn't work.

All the elements were in place for the tragedy at the Kiss nightclub early Sunday. The result was the world's worst fire of its kind in more than a decade, with 231 people dead and this southern Brazilian college town in shock and mourning.

Funerals began on Monday, as reports continued to emerge about the accumulation of neglect and errors at the packed night spot.

According to state safety codes here, clubs should have one fire extinguisher every 1,500 square feet as well as multiple emergency exits. Limits on the number of people admitted are to be strictly respected. None of that appears to have happened at the Santa Maria nightclub.

"A problem in Brazil is that there is no control of how many people are admitted in a building," said Joao Daniel Nunes, a civil engineer in nearby Porto Alegre. "They never are clearly stated, and nobody controls how many people enter these night clubs."

Santa Maria's mayor, Jose Fortunati, told Radio Gaucha that dozens of night spots were closed last year for failing to meet norms.

"At that time, we had lots of protest from those who frequented them, but I think that today people understand it better and that at times hard stands must be taken so that steps are taken to not put people's lives at risk," Fortunati said.

Brazilian police said they detained three people in connection with the blaze, while the newspaper O Globo said on its website that a fourth person had surrendered to police. Police Inspector Ranolfo Vieira Junior said the detentions were part of the ongoing police probe and those detained can be held for up to five days.

Vieira declined to identify those detained, but the Brazilian newspaper Zero Hora quotes lawyer Jader Marques saying his client Elissandro Spohr, a co-owner of the club, had been held. Globo reported that the fourth person detained was another club co-owner. G1, Globo Television's internet portal, reported that Spohr acknowledged the club's operating license was not up to date but said the pyrotechnics show started the blaze.

Zero Hora said police also detained two members of the band. The band's guitarist told Brazilian media he saw flames lick the ceiling after the group's spark machine was deployed.

More than 100 people remained hospitalized for smoke, local officials said.

National Health Minister Alexandre Padilha cautioned that the death toll could worsen dramatically. Speaking to media in Santa Maria, he said that 75 of those injured were in critical condition and could die.

However, Paulo Afonso Beltrame, a doctor helping coordinate the emergency response, said he was optimistic at least some of those injured would pull through.

"It's impossible to predict what will happen, because they are all in a very delicate state, but there's hope for all of them," said Beltrame, adding that more than 40 survivors had been sent to neighboring cities for treatment of burns and smoke inhalation. "One of the problems we're having here is that all these people need to be on respirators and we don't have enough respirators in the city."

The event raises questions of whether Brazilian authorities are up to the task of ensuring safety in such venues ahead of it hosting next year's World Cup and the 2016 Olympics.

Some critics have said conditions in many Brazilian bars and clubs are ripe for another deadly blaze. In addition to modernizing sometimes outdated safety codes and ensuring sufficient inspectors, people have to change their way of thinking and respect safety regulations.

Funeral services were held for several of the 231 victims, most of them college students 18 to 21 years old. Some of the victims were minors. Most died from smoke inhalation rather than burns.

Witnesses said security guards who didn't know about the blaze initially blocked people from leaving without paying their bills. Brazilian bars routinely make patrons pay their entire tab at the end of the night before they're allowed to leave. Many of the dead were found in the club's two bathrooms, where the blinding smoke caused them to believe the doors were exits.

Rodrigo Martins, a guitarist for the group Gurizada Fandangueira, told Globo TV network in an interview Monday that the flames broke out minutes after the deployment of a pyrotechnic machine that fans out colored sparks, at around 2:30 a.m. local time.

"I felt that something was falling from the roof and I looked up and I saw the fire was spreading, and I shouted 'Look, it's catching on fire, man, it's catching fire,'" Martins said. "Then the drummer tried to throw water on it, and it looked like the fire spread more then. Then the security guards came with an extinguisher, tried to use it, but it didn't work."

He added that the club was packed and estimated the crowd at about 1,200-1,300 people.

"I thought I was going to die there. There was nothing I could do, with the fire spreading and people screaming in front."

Martins confirmed that the group's accordion player Danilo Jacques, 28, died, while the five other band members made it out safely. Martins said he thought Jacques made it out of the building and later returned to save his accordion.

Martins said the group nearly always used the so-called Sputnik pyrotechnics machine and that it had never before caused any problem, even in smaller venues. An electrical short circuit could also possibly have been to blame for the fire, he suggested.

Still, police were leaning toward the pyrotechnics as the likely cause of the tragedy. Police inspector Antonio Firmino, who's part of the team investigating Sunday's blaze, said it appeared the club's ceiling was covered with an insulating foam made from a combustible material that ignited with the pyrotechnics. He said the number and state of the exits is under investigation but that it appeared that a second door was "inadequate," as it was small and protected by bars that wouldn't open.

Television images from Santa Maria showed black smoke billowing out of the Kiss nightclub as shirtless young men who attended the university party joined firefighters using axes and sledgehammers to pound at the hot-pink exterior walls, trying to reach those trapped inside. Teenagers sprinted from the scene after the fire began, desperately seeking help. Others carried injured and burned friends away in their arms. About half of those killed were men, and another half women.

The party was organized by students from several academic departments at the Federal University of Santa Maria. Such organized university parties are common throughout Brazil.

"This shook the whole town," said Ocimar Franco, neighbor of fire victim Taize Santos, before her funeral Monday. "I feel the whole world is watching our town. I wish it were for another reason."

Among the dead were also brothers Pedro and Marcelo Salla, who were both buried Monday.

Beltrame said he was told the club had been filled far beyond its capacity, and the crowds and thickness of the smoke made it hard for people to find their way out.

"Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame said. "The toxic smoke made people lose their sense of direction so they were unable to find their way to the exit. At least 50 bodies were found inside a bathroom."

Beltrame said people who were inside the club and thought they made it out safely have started to turn up at area hospitals with symptoms of smoke inhalation, which he said can take hours or even days to appear. He estimated that around 15 people have sought out help in the past few hours and said some have had to be intubated.

Santa Maria Mayor Cezar Schirmer declared a 30-day mourning period, and Tarso Genro, the governor of the southern state of Rio Grande do Sul, said officials were investigating the cause of the disaster.

The blaze was the deadliest in Brazil since at least 1961, when a fire that swept through a circus killed 503 people in Niteroi, Rio de Janeiro.

Sunday's fire also appeared to be the worst at a nightclub anywhere in the world since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309 people.

Bipartisan Group Of Senators To Introduce Immigration Plan, Preempt Obama

WASHINGTON -- A bipartisan group of four Democratic senators and four Republican senators will announce the framework for a comprehensive immigration reform plan on Monday, seeking to jump out in front of President Obama's planned Tuesday speech on immigration.

Senate Majority Whip Dick Durbin (D-Ill.), Sen. Chuck Schumer (D-N.Y.), Sen. Bob Menendez (D-N.J.) and Sen. Michael Bennet (D-Colo.) will join with Sen. Marco Rubio (R-Fla.), Sen. John McCain (R-Ariz.), Sen. Lindsey Graham (R-S.C.) and Sen. Jeff Flake (R-Ariz.) to promote the plan. Senators will unveil their plan (read the full five-page memo below) at a Monday afternoon press conference in Washington.

The senators were expected to make an announcement this week, but after news broke last Thursday that Obama would speak Tuesday in Las Vegas about what he wants in immigration legislation, the lawmakers agreed quickly last Friday to hold the event at the beginning of this week. Both Democratic and Republican senators were eager to go before Obama to try to wrest control of the process from the White House, according to Senate aides.

The group is notable in that it includes leading Senate Democrats like Durbin and Schumer, veteran Republican senators like McCain and Graham, and then Rubio, who was reported to have first joined the bipartisan working group last week, but according to a Rubio aide, was first approached by the others in December and has worked with them since.

"He's met with them several times since then. Our staffs have shared a lot of paper," the aide said, describing the principles as "consistent with everything that Senator Rubio's been talking about."

Durbin and Menendez have been insistent that a path to citizenship for the estimated 11 million undocumented immigrants in the U.S. is a core part of their approach.

"Very clearly, having a pathway to earned legalization is an essential element. And I think that we are largely moving in that direction as an agreement," Menendez said on ABC News' "This Week."

But the bipartisan group has also agreed that before a pathway to citizenship is made available, thresholds must be met on border security and workplace enforcement.

The draft agreement reads: "Once the enforcement measures have been completed, individuals with probationary legal status will be required to go to the back of the line of prospective immigrants, pass an additional background check, pay taxes, learn English and civics, demonstrate a history of work in the United States, and current employment, among other requirements, in order to earn the opportunity to apply for lawful permanent residency. Those individuals who successfully complete these requirements can eventually earn a green card."

The border component will include a commission to verify that the border is secure, made up of governors and attorneys general from border states.

In response to a report in The Hill last week that undocumented immigrants might become eligible for taxpayer-subsidized health care under immigration reform, the Rubio aide also said that the bipartisan group is agreed that undocumented immigrants who might be given a temporary work visa under a new legal framework will not be eligible to receive federal aid.

The draft language backs this up. "Current restrictions preventing non-immigrants from accessing federal public benefits will
also apply to lawful probationary immigrants," it says.

McCain, also appearing on "This Week," said that the group's proposal is "not that much different from what we tried to do in 2007," when then-President George W. Bush tried to push a set of reforms through Congress.

Bush's initiative was met with hostility by the conservative wing of the Republican party, who howled about amnesty and brought the initiative down to defeat.

McCain said that Republican Mitt Romney's loss in the 2012 presidential election, and the fact that McCain in 2008 and Romney in 2012 lost increasingly large numbers of Latino voters, has altered the politics of the immigration debate.

"What's changed is -- honestly, is that there is a new, I think, appreciation on both sides of the aisle -- including maybe more importantly on the Republican side of the aisle -- that we have to enact a comprehensive immigration reform bill," McCain said.

"Look at the last election. Look at the last election," McCain said. "We are losing dramatically the Hispanic vote, which we think should be ours, for a variety of reasons, and we've got to understand that."

In the past, figures like McCain -- who is viewed suspiciously by many conservatives ?- have been unable to convince the GOP base or the media influencers like conservative talk radio that their approach to immigration is not "amnesty."

But Rubio ?- who is the son of Cuban immigrants ?- has had success in ways that other Republicans never have. Just last week he got high praise for his ideas on immigration from talk radio host Mark Levin and Fox News' Lou Dobbs, who both in the past have been outspoken opponents of legalizing undocumented immigrants.

"He's talking intelligently about a rational, effective, humane response to the issue, and the idea's going to be whether the Republican party has the ability, the capacity and the will to put him in a position so that he can represent the party on the issue," Dobbs said.

I received the following question from a Minter via the Mint.com Facebook page:

Question: ?John, I just got all of my credit reports for free and there are some items that are old, accurate, and just downright bad. I?d love to get rid of them. The materials that came with the credit reports make it pretty clear that I can dispute information that?s incorrect and get it corrected.

But I have a different dilemma: I have information that I know is correct that I?d like to get removed. Is there any downside to disputing information on a credit report that you know to be accurate? Can I get in trouble??

Answer: First things first, the Fair Credit Reporting Act gives each of us the right to challenge information on our credit reports with which we don?t agree. There?s nothing in that law that prohibits consumers from disputing information on their credit reports for any reason.

Further, ?accurate or inaccurate? is not the only variable that can cause the credit reporting agencies to remove something from a credit report. Your credit report information must be able to be verified, right or wrong.

So, if you disputed something from your credit reports and the furnishing party failed to respond to the credit bureaus, the item would be deemed unverifiable and would be removed.

It may have been perfectly accurate, but because the lender couldn?t or wouldn?t confirm its accuracy ? bye, bye negative information!

Is it wrong to dispute correct information?

I?m not the morality police, and you can do what you want to do, but you do have the right to challenge any information on your report ? whether it?s correct or not.

It?s your right to have correct and verifiable information on your credit reports.?I can?t speak for them, but I imagine they?d also want your credit report to be fully accurate and verifiable.

How to file disputes with the credit bureaus

If you do file disputes with the credit bureaus, you should think about how to word your letter. I?m not sure I?d go so far as to tell them you want accurate information removed. I?d simply ask that they verify what?s already being reported.

After you file your dispute, the credit bureaus will contact the furnishing party, normally a lender or a collection agency. These parties are formally referred to as ?data furnishers? or ?furnishers? for short.

It?s their responsibility to investigate your claim and get back to the credit bureaus, normally within 30 days, but there are some scenarios when it can take 45 days.

If they confirm the accuracy of the credit reporting, then you?ll likely have to live with it until the credit bureaus have to remove the item, which normally takes 7 years for the bad stuff.

How to re-dispute an item

You can certainly choose to re-dispute the item with the credit bureaus. They?ll likely send another dispute form (called an ?ACDV?) to the furnisher asking them to investigate the item again.

However, unless you?ve contacted the furnisher and convinced them that it?s wrong, they?ll likely send the same response to the credit bureaus.

If you choose to dispute the item again, you should be aware that the credit bureaus do not have to honor your request unless you provide some new information.

The Fair Credit Reporting Act allows the bureaus to consider repetitive disputes to be frivolous and ignore them.

You Don't Need to Give Up Your Smartphone; You Just Need to Change How You Use ItWe're all inundated with technology these days. It's everywhere, and it's impossible for most of us to get away from it. Because of that, the smartphone often gets a bad rap because it's always in our face. But it's not the smartphone itself that's a problem. It's how you use it.

We've talked about this before, last week we had a guest post about moving back to a dumbphone, we've tackled smartphone addiction, and dealt with the stupidest things we all do with smartphones. But let's be honest: most of us aren't going to give up our iPhone, Androids, or Windows Phones. We just need to use them better.

Make Better Notifications and Alerts

You Don't Need to Give Up Your Smartphone; You Just Need to Change How You Use ItA few different schools of thought exist in the notification debate. On one end, notifications are evil and should be turned off completely whenever possible, and on the other, a smarter notification system makes them a lot more worthwhile. Where you land really depends on what you need from your phone (or how your work needs you).

Personally, I fall under the "no notifications" school of thought. I don't have notifications on my phone for anything but phone calls and text messages. If you can't get a hold of me in the long hours I spend in front of the computer, you're not going to get a hold of me (unless you call or send a text message). This works great for me because, like I said, I'm in front of a computer for a bulk of the day, and the weekends are my time to do the exact opposite of that. That said, not everyone has that luxury and still needs to be available to at least some extent all the time.

For people who can't get away from notifications, a smarter notification system is necessary. One way to do that is to use Pushover and IFTTT to regulate when and how you get messages. Another is the iPhone's built-in Do Not Disturb feature. If email's your problem, correctly utilizing the Priority Inbox in Gmail ensures you're only getting email that really matters.

The point is that most of us use too many notifications for too much stuff. If you're checking Facebook every 30 minutes, do you need notifications on too? Probably not. Turn off the non-essentials and use your smartphone in peace.

Delete the Junk Apps You Waste Time On

You Don't Need to Give Up Your Smartphone; You Just Need to Change How You Use ItEvery one of us at Lifehacker has at least a small degree of app addiction. We download and try new stuff constantly, and because of that, our phones get filled with all types of useless junk. We've talked about beating your app addiction before by starting from scratch and building up with just what you need. Delete everything, and add what you actually use as you need it. You might be surprised by how little you really need the bulk of your apps.

Instead of checking Facebook, Twitter, or playing a game of Temple Run when you're bored, delete those apps and do something else. The out of sight out of mind philosophy works great on your smartphone. As someone who plays a ton of iOS games, I had to delete all of them from my iPhone and relegate them to an iPad because I found myself obsessively thinking about high scores every time I had a little down time. Once I deleted them, I never really thought about it again. I also employed the verb system for app organization so when I clicked on Twitter I had to go into the "Distract" folder and get a small pang of guilt.

Even without all the time-wasting apps, your smartphone is still a device that's connected to the internet, takes pictures, has GPS, and is still incredibly useful. Getting rid of the apps that waste your time or make you anxious helps break the reliance you have on it.

You Don't Need to Give Up Your Smartphone; You Just Need to Change How You Use ItWe rely on our smartphones for a lot of things, and if you feel like you're growing uncomfortably attached to it, then it might be time to start weaning yourself away. I did, which is exactly why I decided to rely on my own memory instead of technology for a month. Sure, I've gone back to certain things (like notes), but I've stopped reaching for my phone every time I need to remember something.

The same goes for GPS. While it's obviously an incredibly useful service, it also makes it so you don't really learn your surroundings. We've walked you through weaning yourself off GPS before and it's a wortwhile experiment, even if you only try it for a couple days. The point is that you're likely better at getting around than you think, and the less you look at a GPS app, the better you'll learn your city in the long run (obviously GPS is still incredibly helpful when you're out of town).

As we've pointed out before, smartphones can be a serious bane to our existence?but so can anything else when it's used in excess. Thankfully, part of what makes smartphones "smart" is that we can tailor them to fit our needs. If you can't ditch a smartphone and resort to older tech to break away from it, then you can at least make it a better experience overall.

Family of JFK aide sells presidential memorabilia

BOSTON (AP) ? The family of a former special assistant to President John F. Kennedy is auctioning hundreds of photographs, documents, gifts and other memorabilia that once belonged to the late president.

David Powers, who died in 1998, was a close personal friend to Kennedy and his wife, Jackie. He was also the first curator of the John F. Kennedy Presidential Library and Museum in Boston until he retired in 1994.

Powers' family found "an extraordinary collection" of memorabilia locked away last year as they prepared to sell the family home, according to John McInnis Auctioneers in Amesbury.

Powers, who joined Kennedy for his first political campaign for Congress in 1946 and was with him when he was assassinated in Dallas in 1963, collected keepsakes and documents spanning years of friendship with the Kennedy family. His collection of about 2,000 items will be auctioned in 723 lots on Feb. 17.

The collection includes the president's Air Force One leather bomber jacket; photos of the baptism of his only surviving child, Caroline Kennedy; pictures of John F. Kennedy Jr.'s birthday party taken in December 1963; a birthday card that a young John F. Kennedy Jr. sent to his father a few months before he was assassinated; and a collage of photos that show JFK and Jackie before he was elected president. Other items include a statement announcing Kennedy's candidacy for president, ephemera, letters, documents and gifts to and from the family.

The JFK Library, which is charged with promoting the life and legacy of Kennedy, says it is trying to figure out whether some of the items belong to the institution.

"The Kennedy Library is working with the family of Dave Powers to explore whether any of the items currently up for auction by the Powers family properly belong to the Kennedy Library and should be donated to library similar to other items that they have donated in the past," the institution said in a statement released Friday.

At the request of Robert F. Kennedy, Powers in 1964 began assembling and collecting Kennedy memorabilia that was to become part of the library's permanent exhibit, the library says on its website. He also traveled around the world with an exhibit to raise money for the library's construction, according to the website.

Powers' daughter, Mary, was not at home and could not be reached for comment Friday.

Dan Meader, of John McInnis Auctioneers, played down ownership concerns.

"You have to remember they've donated so much stuff through the years," Meader said. "These are their own private things and the Powers family ... loves the JFK Library and they want to do anything they can do to preserve that legacy that their father started."

Meader said he did not know how much the auction is likely to generate or the estimated total value of the items being sold.

The auctioneer's highest estimate was for the bomber jacket, at $20,000 to $40,000, while some lots were estimated in the $50 to $100 range.

The memorabilia, Meader said, has generated interest from all over the world. People from Ireland, United Kingdom, Germany, Mexico, South Africa, Canada, Australia, United Arab Emirates, the Netherlands and elsewhere have already registered to bid, he said.

AT&T lost $3.9 billion in Q4 2012, earned $7.3 billion profit for the year

AT&T boasts TKTK results for Q4 2012,

American telecommunications giant AT&T announced its Q4 2012 financial results this afternoon, which reflect $3.9 billion in losses for Ma Bell's final fiscal quarter of last year. However, the company's also posting "record smartphone sales" of 10.2 million last quarter -- "the most by any US carrier," it claims. As it's Q4, the results for the full year are also in; AT&T revealed $7.3 billion in net income across the entirety of 2012. That's what we'd call a marked change from last year's losses.

In terms of phones, AT&T activated 8.6 million new iPhone customers (16 percent of which were totally new to the company), up 1 million over 2011's Q4 and nearly double that of Q3 2012. No specific number is given on Android sign-ups, but AT&T's calling it the "best-ever sales quarter for Android smartphones" -- when those 8.6 million iPhones are subtracted from the overall Q4 2012 sales of phones (10 million), it's not looking so good for non-Apple built devices. On the U-verse front, the latest lifetime subscriber numbers reflect 8 million TV and high-speed internet users, with 192K joining in Q4 2012.

Operating revenues just barely exceeded those of 2011, reaching $127.4 billion, offset by $114.4 billion in expenses (down $3 billion over 2011). Customer numbers also grew in 2012, by a healthy 1.086 million people, the vast majority of which are contract customers (approximately 70 percent). Needless to say, things seem to have gone pretty okay for AT&T in 2012, despite a rocky final quarter. Not too bad for the least loved mobile carrier in the US.
