Fact check: 4.5 million new jobs created under Obama?

With the Democratic National Convention in full swing, a number of party leaders are attempting to boost President Barack Obama's re-election effort by asserting that 4.5 million new jobs have been created during his term.

Obama himself has recently claimed more job growth in the past 27 months than President George W. Bush created "during the entire seven years before this crisis."

"Despite incredible odds and united Republican opposition, our president took action, and now we've seen 4.5 million new jobs," San Antonio Mayor Julian Castro said in his keynote address at the DNC on Tuesday night.

That statistic was echoed by virtually all of Tuesday night's speakers, including first lady Michelle Obama, Massachusetts Gov. Deval Patrick and Chicago Mayor Rahm Emanuel, who previously served as Obama's chief of staff.

However, CNN fact-checked that claim and found it to be "not the whole picture." Instead, CNN found that there has been a net increase of just 300,000 nonfarm payroll jobs since Obama took office. And if you count government jobs, there are actually 400,000 fewer people working today than in January 2009.

When Democrats use the 4.5 million jobs number, they're referring to jobs created after the economy bottomed out in January 2010, one year after Obama took office. That time frame excludes the worst job losses, which took place in 2009, and which many Democrats argue were the result of Bush policies.

CNN concludes: "The figure of 4.5 million jobs is accurate if you look at the most favorable period and category for the administration. But overall, there are still fewer people working now than when Obama took office at the height of the recession."

Still, a historical analysis of job growth percentages shows that Obama still fares better than some recent presidents. As of July, Obama is averaging +0.84 percent annual job growth in his term. That places him ahead of Bush, who saw +0.51 percent growth in his first term and -0.84 percent in his second term. Obama is also tracking better than George H.W. Bush, who presided over +0.69 percent growth during his one term in the White House.

However, Obama's job growth percentages trail far behind those of some other recent presidents, including Bill Clinton (+2.60 percent and +1.60 percent), Ronald Reagan (+1.75 percent and +2.53 percent) and even Jimmy Carter (+2.30 percent).

Ingredients:

1?4 cup olive oil

2 garlic cloves, crushed

1t cumin seeds, crushed

1t coriander seeds, crushed

1t ground turmeric

1?2t ground cinnamon

1?4t ground cloves

2 star anise

1kg deboned leg of lamb,?trimmed and cut into

2,5cm cubes

olive oil, for browning

1 red onion, chopped

500ml lamb stock

zest of 1 lemon

1?400g tin chickpeas

75g dried apricots

400g diced butternut

1T demerara sugar

1?2t ground cinnamon

2t honey

2T olive oil

sea salt and milled

black pepper

1 cup couscous

1t vegetable stock powder

1?4t ground cumin

1?4t turmeric

1 cinnamon stick

20g pumpkin seeds

60g coriander leaves

Directions:

Combine the olive oil, garlic, cumin seeds, coriander seeds, turmeric, cinnamon, cloves and star anise, and mix well. Place the lamb cubes in a non-metallic bowl, cover with the marinade and toss to coat.

Cover with clingfilm and leave to marinate for one hour. Preheat the oven to 180?C. Heat a little olive oil in a large saucepan and brown the lamb in batches, removing with a slotted spoon and setting aside. In the same pot, saut? the red onion for about two minutes, until it begins to brown. Return the meat to the pan and add the lamb stock. Bring to the boil, then reduce the heat and simmer, covered, for one hour. Add the lemon zest, chickpeas and apricots, and cook for a further 15 to 20 minutes. Drain this liquid into a small saucepan, reducing it to about a cup and thickening it. Pour it over the lamb and toss to coat.

Place the butternut in a roasting tray, sprinkle the demerara sugar and cinnamon on top, drizzle the honey and olive oil over, and season with salt and pepper. Place in the oven for about 40 minutes, then remove and allow to cool. Put the couscous in a heat-proof bowl with the vegetable stock powder, cumin, turmeric and cinnamon stick. Add one cup of boiling water, cover and leave to swell for about 15 minutes. Remove the lid and separate the grains with a fork. Combine the couscous, lamb and butternut in a bowl, and add the pumpkin seeds and coriander leaves. Serve warm.

Pentagon considers legal action against SEAL

The Pentagon may take legal action against the former Navy SEAL who wrote a book describing the raid that killed Osama bin Laden.

The Pentagon's top lawyer on Thursday informed the former Navy SEAL who wrote a forthcoming book describing details of the raid that killed Osama bin Laden that he violated agreements to not divulge military secrets and that as a result the Pentagon is considering taking legal action against him.

The general counsel of the Defense Department, Jeh Johnson, wrote in a letter transmitted to the author that he had signed two nondisclosure agreements with the Navy in 2007 that obliged him to "never divulge" classified information.

"This commitment remains in force even after you left the active duty Navy," Johnson wrote. He said the author, Matt Bissonnette, left active duty "on or about April 20, 2012," which was nearly one year after the May 2011 raid.

By signing the agreements, Bissonnette acknowledged his awareness, Johnson wrote, that "disclosure of classified information constitutes a violation of federal criminal law." He said it also obliged the author to submit his manuscript for a security review by the government before it was published. The Pentagon has said the manuscript was not submitted for review, although it obtained a copy last week.

Johnson said that after reviewing a copy of the book, "No Easy Day," the Pentagon concluded that the author is in "material breach and violation" of the agreements.

The book is to be published next week by Penguin Group (USA)'s Dutton imprint. The Associated Press purchased a copy Tuesday.

Johnson addressed his letter to Mr. "Mark Owen," using quotation marks to signify that that this is the author's pseudonym. His real name is Matt Bissonnette.

Bissonnette referred requests for comment about the letter to his publisher, which was not immediately available.

"I write to formally advise you of your material breach and violation of your agreements, and to inform you that the department is considering pursuing against you, and all those acting in concert with you, all remedies legally available to us in light of this situation," Johnson wrote.

The Pentagon has not revealed how it got a copy of the book.

Johnson noted that "copies of the book have apparently already been released." He added, "further public dissemination of your book will aggravate your breach and violation of your agreements."

The Pentagon did not release copies of the nondisclosure agreements that it said Bissonnette had signed in 2007. A spokesman, Army Col. Steve Warren, said they were being withheld because they include the author's real name and his signature.

In his book, Bissonnette wrote that the SEALs spotted bin Laden at the top of a darkened hallway and shot him in the head even though they could not tell whether he was armed. Administration officials have described the SEALs shooting bin Laden only after he ducked back into a bedroom because they assumed he might be reaching for a weapon.

Military experts said Wednesday that if Bissonnette's recollection is accurate, the SEALS made the right call to open fire on the terrorist mastermind, who had plenty of time to reach for a weapon or explosives as they made their way up to the third level of the house where he hid.

AP Intelligence Writer Kimberly Dozier contributed to this report.
