TUNIS, Tunisia - Tunisia's elected assembly approved on Wednesday the president's move to fire the head of the central bank.
President Moncef Marzouki fired central bank Governor Mustapha Kamel Nabli on June 27, alleging that the financial official had refused to bring the country's monetary policies in line with its economic needs.
Of the 217-person assembly, 110 voted Wednesday in favor of the dismissal and 62 against, with 10 abstentions.
The prime minister's office had originally hesitated at the president's call but eventually came around. The dismissal had created a rift between the two men, who come from different parties in the ruling coalition.
Representatives of Prime Minister Hamadi Jebali's powerful Islamist Ennahda party, which dominates the assembly, argued for Nabli's dismissal, making the vote in the assembly a foregone conclusion.
Still, the heated debate over Nabli's fate lasted for hours and in his defense, the former World Bank economist warned against an attack on the independence of the bank and Tunisia's international credibility.
"It is the credibility of Tunisia on the global stage that is at stake," Nabli said, warning against "a danger that could sink the institutions of the state and the stability of the country."
Nabli has led the central bank since Tunisians overthrew their longtime dictator in January 2011 and was known to pursue a very independent policy from the government.
He presided over a period of economic shock, including 2 percent negative growth rate last year. The economy has been reeling since tourists deserted this once-popular destination following the dictator's ouster, and strikes have crippled the mining sector.
In recent months, however, there have been nascent signs of a recovery and in May, Nabli was named best central bank governor on the African continent by the African Banker Awards for keeping the finances together during the post-revolutionary turmoil.
Nabli, however, has been criticized for not doing enough to reform the country's ailing banking sector, which is burdened by a heavy weight of non-performing loans and poor management.
He also pursued a strict monetary policy at a time when the government preferred a more pro-growth strategy to create much-needed jobs.
Tunisia's 2011 revolution, which sparked similar uprisings across the Middle East, was, in part, fueled by high unemployment rates, which a year and a half later have yet to be addressed.
Nabli will be replaced by 79-year-old Chedly Ayari, who served as economy minister in the 1970s under former President Habib Bourguiba. He later headed the Arab Bank for Economic Development in Africa.

ScienceDaily (July 18, 2012) ? In order to pass on their genes, southern dumpling squid engage in up to three hours of mating with each partner, but University of Melbourne researchers have found that this results in a reduced ability to swim for up to 30 minutes afterwards.
The research provides new insight into the evolution of reproductive strategies and behaviours and is the first time that the energetic costs of mating have been shown to affect physical abilities after mating.
The research was conducted by Master of Science student Ms Amanda Franklin with Ms Zoe Squires and Dr Devi Stuart-Fox from the Department of Zoology at the University of Melbourne, and is published July 18 in the international journal Biology Letters.
The team studied dumpling squid (Euprymna tasmanica) that live in waters of Southern Australia including Port Phillip Bay and Tasmania and reach about 7cm long at adult size.
Dumpling squid engage in up to three hours of mating and males appear to initiate mating whenever the opportunity arises. The male grabs the female from underneath, and holds her in place throughout copulation. Both males and females can change colour from a sandy yellow to dark purple with green and orange highlights. They can also produce a cloud of ink as a decoy to help them escape from predators.
Ms Franklin said the team was keen to understand the impact of such an extensive mating ritual because although traditionally thought to be trivial, the energetic costs of mating could reduce an animal's survival if it decreased the ability to avoid predators and forage for food.
The researchers collected dumpling squid from St Leonards in south-eastern Australia and tested their swimming endurance against a constant current of water in the lab. The squid were then allowed to mate and their swimming ability re-tested.
"We found that after mating, both male and female dumpling squid took up to thirty minutes to recover to their previous swimming ability," Ms Franklin said.
"This suggested that the squid were suffering from temporary muscle fatigue."
"Our results were a little surprising as the degree of fatigue was similar in both genders even though mating looks more strenuous for males."
"We predict that during this phase of muscle fatigue, squid may hide in the sand to avoid predators until they have recovered. The cost to them in doing this of course is that they cannot forage for food or search for other mates at this time."
Dumpling squid are closely related to about 10 bobtail squid species found around the world, including the waters around Hawaii and the South China Sea. These species have similar mating habits to the southern dumpling squid.
"Dumpling squid live for less than a year, and may engage in the energetic activity of mating many times within their short breeding period. This reproductive strategy may have other costs to individuals besides energy loss and we have investigated this further by assessing the effect of mating on female lifespan. We're hoping to report the results of this experiment very soon."

When we discovered we were pregnant I was working a corporate marketing job and had no plans of attempting to work from home. Back then a lot of people talked about working from home or having a home-based business, but not in the positive sense. It wasn?t until my first son started to kick and move around in my belly that I felt an anxiety about going back to work. When the time came I did attempt going back. I lasted one day, turned in my resignation and drove home as fast as I could.
After spending years working around moms that want to work from home or do work from home, I have discovered there are 5 major recurring reason they left their jobs when kids arrived.
Reason #5: Childcare is expensive.
Childcare is expensive. Depending on the type of provider or childcare center, childcare for infants can cost as much (or more) as $10,000 a year. Add that to commuting, clothing and other expenses involved with just getting to and from work and its more than some moms are willing to pay out.
Reason #4: The desire to contribute to the family income.
So many of the WAH (work at home) moms I have met over the years decided to work from home simply because they wanted to contribute to the family income. It doesn?t matter if it goes to the vacation fund or to help with everyday expenses, this is a big one in the WAHM world.
Reason #3: College
So many moms have told me that they spent a lot of time and effort in college and want to keep learning or using that education in some way. Another large group of moms has told me that they plan to attend college while home with the kids. In my case, I had dual B.S. degrees and was the first person in my family to ever graduate college, so I felt the desire to use my education for a home business.
Reason #2: Building something they can continue to grow.
So many moms have told me they wanted to build a home business because they wanted to be home with her infants and toddlers, but also have a business that would allow them to be a part of their kids school programs, field trips, etc. Another big factor: building a business that would allow mom to be home with kiddos over the Summer. For that, building something they can grow is the #2 reason most moms choose to work from home.
Reason #1: They want to be a mom, but also an entrepreneur.
There?s really no science to it. Some moms just have that desire to be a stellar mom and an entrepreneur.? So many of the friends around me are moms that live by Proverbs 31 and they take it serious. They are a mom because they are passionate about being a mom and they build because it give them something that is theirs. It gives them the ability to be at the events at school, to use their education and contribute to the family income.
In conclusion, most moms do what they have to do. Some work a 9 to 5, some are stay at home moms, some are WAHMs. No matter what your decision, in my experiences the 5 reasons listed above come from years of working with and talking to moms that work from home or want to work from home. WASHINGTON (AP) ? When the Justice Department decided not to prosecute Lance Armstrong for taking performance-enhancing drugs, his legal problems seemed to be over.
Now the U.S. Anti-Doping Agency has weighed in with its own investigation of the seven-time Tour de France cycling champion, and Armstrong's supporters are turning to Capitol Hill for help.
On Tuesday, the office of Sen. Kay Bailey Hutchison said she met in June with the Lance Armstrong Foundation's CEO and its chief lobbyist to discuss domestic and international cancer care as well as the possible consequences to the foundation from the proceeding against Armstrong. As a Texas-based nonprofit, the foundation has had a longstanding relationship with Hutchison, a Texas Republican who is a member of the Senate Cancer Caucus.
In addition to the meeting with Hutchison, a Washington lobbyist representing the foundation spoke last week with the staff of Rep. Jose Serrano about the USADA and its pending allegations against Armstrong. The meeting was "substantially if not all about USADA and concerns about the process that Lance Armstrong is being put through," said Serrano spokesman Philip Schmidt.
Targeting Serrano for such a meeting hits the anti-doping agency in a sensitive spot. Serrano is the ranking Democrat on the House Appropriations subcommittee on financial services and general government, which oversees part of the agency's budget. The White House Office of National Drug Control Policy provides $9 million a year to USADA, nearly two-thirds of its budget.
USADA is not without its own supporters in Washington. Sen. John McCain, R-Ariz., says Congress authorized USADA to enforce anti-doping rules for athletes like Armstrong regardless of their public profile.
USADA had given Armstrong a deadline of last Saturday to either send the case against him to arbitration or accept sanctions from agency.
Armstrong's supporters have called the fairness of the arbitration process into question. McCain says USADA's arbitration process is the proper forum.
McCain's comments came the day after Rep. James Sensenbrenner, R-Wis., questioned the fairness of the arbitration process in a letter to the White House Office of National Drug Control Policy.
"USADA asserts that Lance Armstrong must either accept the sanctions it propose or contest the charges to an arbitration panel subject to USADA's rules where the burden of proof will rest on him," Sensenbrenner wrote.
USADA responded immediately.
"We will reach out to Congressman Sensenbrenner and offer to come in and discuss the process, which is the same in all cases whether it involves high profile athletes or those who are not," said USADA CEO Travis T. Tygart.
If the arbitration process goes against Armstrong, USADA would probably ban him for life from cycling and other sports along with stripping the Tour titles Armstrong won from 1999-2005. USADA has granted Armstrong an extension of up to 30 days to contest the drug charges.
"People are concerned, we are very concerned and we have spoken publicly about the need for fairness and due process and we hope Lance is given the opportunity for the due process any American deserves in this respect," says Katherine McLane, the spokeswoman for the Lance Armstrong Foundation.
The foundation has hired one of Washington's most venerable and powerful law and lobbying firms, Patton Boggs, to represent it.
"The foundation has worked with many firms in Washington over the course of the last decade to further the fight against cancer and we're pleased to partner with Patton Boggs on the important domestic policy issues that will have such an impact on cancer survivors and their families," said McLane.
USADA has long hired its own lobbyists in an effort to ensure a steady stream of congressional appropriations.
The foundation, which provides support for people affected by cancer, was founded in 1997 by Armstrong, a cancer survivor. The group's yellow "LIVESTRONG" wristbands are recognized around the world.
